Invest in libraries, and other local buildings to use as cultural hubs, so that the buildings are fit for books, social events, live music and community learning. Buildings should be accessible and sustainable and work as co-operatives - not as businesses or private venues, competing against local rivals.
Cultural hubs would be secular, sustainable and as the heart of any 15 minute community. It would enhance mental health and decrease lonliness and isolation. It would foster creativity.
More equal and accessible than having flagship theatres and concert halls.
